Minutes for the Extraordinary Parish Council meeting
commences 7.30pm on the 18th of December 2024
Meeting to be held at Halstock Village Hall.
Councillors present: Grant Prior (GP), Garry Arnold (GG), Mark Caddick (MC), Deborah Childs (DC), Richard James (RJ), Nigel Clarke (NC)
6 members of the public were present.
The meeting started at 7.30pm and was chaired by Cllr. James.
- To receive and accept apologies and declarations of interest.
Apologies from Richard Fry, John White Hamilton, David Hallett, Henry Lovegrove, Roger Hallett and Helen Sherwood. No declarations of interest.
- To approve the purchase of SID for Halstock village (A)
After a presentation from the Speed Watch group by Tony Hill it was agreed that the Parish Council would support the purchase of a SID for Halstock on the condition that the Halstock Village Trust donated half of the costs to purchase and install the SID at the two locations agreed by Dorset highways, following the speed survey undertaken earlier.
- Site 3518 – Northern End of Village
This location meets criteria for a SID Southbound into the village.
- Site 3519 – Southern End of Village
This location meets criteria for a SID Northbound into the village.
The council was informed that there was provisional approval for the donation from the Halstock Village Trust.
Action: Clerk to formerly ask the Halstock Village Trust for a donation of half of the costs (excluding VAT) for purchase and installation, £2059.
There are no ongoing maintenance costs, however the screen will need to be moved every 6 weeks or so between the two agreed sites. This will be undertaken by
Speed watch. The SID will be an asset of the Parish Council and will be covered by our insurance should there be any damage. Dorset Council are registered for repairs and any costs will be limited to replacement parts.
The posts, SID, additional bracket, 2 solar panels and screen protector is £4118 + VAT.
The Parish Council agreed £2059 + VAT. Proposed Cllr. Arnold, Seconded Cllr. Clarke. Approved 6/6
- To approve the purchase of up to four further salt bins for Halstock (B)
Highways has now given the go ahead to have up to four new grit/salt bins;
- top of Bull Bridge Mead
- top of Adams Green Hill at Clarkham Cross
- The other two are midway between Clarkham Cross and Stake Farm
It is agreed that the parish council would purchase and locate two salt bins, one at the top of Bull Bridge Mead and one at the top of Adams Green Hill at Clarkham Cross.
After discussion it was agreed that at this time there was no immediate need for salt bins at the other two locations. The Parish Council approved £250 to cover the costs. Proposed Cllr. Grant Seconded Cllr. Clarke. Approved 6/6
Action: Clerk to arrange purchase of 2 bins and placement at the sites agreed.
It was noted that salt bins are only as useful as somebody going out to spread salt. However, people will not be covered by Dorset Council re accidents. However, they would be covered by the Parish Council insurance if we are notified and instruct them to spread salt as a volunteer, a risk assessment should be undertaken.
Additional –
The Clerk was also asked to explore the issue of gritting the main road through Halstock and hight and width restrictions on Adams Green Road.
Wessex Internet road closures were also raised.
The meeting was closed at 8.30pm
