The Parish Council objects to this application. The stated use of the sheds is incorrect and misleading. The application claims they are used for livestock, but the buildings are in fact being used — and have historically been used — for the storage of waste materials, as evidenced by the photographs provided. This is a material misrepresentation of the existing use and prevents a lawful, informed determination. Waste storage is not ancillary agricultural activity and constitutes a material change of use that has not been applied for. The application also fails to assess the associated environmental impacts, including runoff, contamination risk, odour, vermin, and increased vehicle movements. Given the discrepancy between the stated and actual use, the Parish Council requests that the Local Planning Authority refer this matter to Planning Enforcement for investigation into potential unauthorised waste‑storage activity. Retain change of use of land for the siting of 2no. shepherd’s huts to be used for holiday let & installation of package treatment plant
All written representations must be received by 10th April 2026
The Parish Council objects to this application due to material inaccuracies regarding infrastructure provision. The Foul Drainage Assessment states that the property is connected to mains water; however, it is our understanding that no properties in Benville are connected to the mains network. The applicant receives water via a private spring supply (Regulation 10, ref. 0853446), which explicitly states it must not be used for let properties, holiday accommodation, or commercial food production. The application also lacks clarity on the duration and intensity of use, referring only to the huts being used for a “limited time of the year,” and provides insufficient detail on landscaping timing. The Ecological Assessment specifies planting between October and March; any approval must therefore condition that landscaping is completed no later than October–March 2026/27. If permission is granted, we request that Dorset Council impose robust, clearly defined conditions addressing water supply limitations, usage periods, and ecological mitigation. Continue to use as a glamping site with adapted boat, bus, shepherds hut and railway trucks.
All written representations must be received by 8th January 2026
We understand that an application was made having sought advice from planning in 2021/22 for this glamping site, this went astray, however, it was submitted with advice, and this represents a reapplication of the original. This appears to be an improved use of land already being used for recreational purposes complete with existing toilet facilities. Previous planning applications show that the land has not been used for agricultural purposes for some time. The siting of these pods is in an area that has been used for many years for other recreational pursuits (predominantly scrambling) and already has basic infrastructure in place. This application states it will be replaced with 4 glamping pods while enhancing the site with new wildflower sowing, the scrambling area reinstated as a deciduous woodland and existing lake adapted for aquatic planting. There is an existing toilet block that will be used by the glamping pod occupants. The general ecological/mitigation survey seems to indicate no issues. It shows a net diversity gain (on the assumption that the mitigations are achieved). We cannot find any comments from highways, we assume that any increase in traffic volume would not significantly impact on the area. Bearing all this in mind the Parish Council asks Dorset Council to monitor and ensure the ecological improvements stated in the accompanying planning application documents take place.

All written representations must be received by 29 th September 2025
Support The Parish Council supports this application as this application covers a reasonable extension to the existing glamping site. The suggestion from the application is that this expansion of holiday accommodation is limited and there does not appear to be the intention for the holiday accommodation to be extended further. It would be reassuring to the community if this could be a specific requirement for any approval. Regarding the pods themselves and their proposed location we do not feel this will have an adverse effect on the area and will probably not be visible to anyone outside the farm itself. It is suggested in this application that this expansion will provide one additional position for an employee, and we would hope it makes the economic survival of the new caffe, which seems popular with Corscombe residents, more likely. However, this application to build four new Glamping Pods at Knapp Farm has obviously raised some local concern. It would appear that this is in large part a more general concern about the various activities and recent developments. The specific issues relating to the recently developed lorry park and caffe should be investigated but are not in themselves part of the application. Similarly, speculation as to the long-term plans and possible further expansion are not really issues, we can address. Regarding traffic, there is a perceived increase in this vicinity and both Knapp Farm and Western seem to be responsible. In particular, there are regular lorry deliveries and large horse boxes attending Knapp Farm. However, we do not feel this will be significantly affected by the occupancy of four new pods. From the documentation provided it would appear that there is an outstanding environmental impact assessment that needs to be completed, and any issues addressed. Approval should not be granted unless this is done. While not part of this application, the wider issue of the development of Knapp farm needs to be investigated.

Although the PC recognises the need for local housing for local people, having reviewed the pre-Planning response from the planners and having listened to Miss Dodge and her planning advisor the Parish Council feels this is not an appropriate development for the location. It goes against planning policy and has not addressed a number of the issues raised by DC in their comprehensive planning guidance response. This proposed barn conversion sits within an area of National Landscape and outside the defined settlement boundary and is therefore considered to be in open countryside. The proposal conflicts with local and national planning policy and fails to demonstrate that the building is either redundant or suitable for conversion. Approval would set an unwelcome precedent for further unsustainable development in this highly sensitive area.

We understand that the Kios is being retained but who will be responsible for policing it’s upkeep. At present the door is beginning to rot and there is a broken pane of glass, Response Given 25/04/2025 After consideration of the above comments, Dorset Council objects to the removal of the telephony equipment and locking up of the telephone box on the grounds that mobile phone signal is insufficient for the making of emergency 999 calls in the area, and as such the telephony equipment should be retained and the box remain unlocked. Under our rules, BT and KCOM now cannot remove a box if it is the last remaining in an area (i.e. more than 400 metres’ walking distance from the next public call box) there is not another working phone box within 400 metres’ walking distance of the phone box on White Lane, West Chelborough As such, we request that the phone box remains in situ in full working order. BT is also reminded of its responsibility to maintain the telephone box building as it is a Grade II listed structure.

From what materials the building will be constructed, the planning application states “Walls” with no further detail; the Boon Brown Sustainability Statement states “of metal construction ….. clad in timber (most probably Larch)”. We are also concerned that this build has and will have a continuing impact on an area of AONB and effect the local habitat detrimentally We feel this is a change of use from agricultural land for which permission should have been obtained?

The Parish Council does not support this retrospective planning application for the following reasons: It does not reflect what has been installed on the site, much of which undermines the natural beauty of the Dorset National Landscape (DNL), formally AONB.There is obstruction to hedgerows, and disposal of waste into the hedgerows which presents a contamination risk. The site as constructed would cause unacceptable harm to the character and appearance of the area, and the natural beauty of the DNL, and would conflict with policies of ENV1, ENV10 and ENV12 of the Local Plan. These policies, amongst other provisions, seek to protect the area’s exceptional landscapes, ensure new development is located and designed so it does not detract from the local landscape character and contribute positively to maintaining and enhancing local identity. It would also conflict with Chapter 15 of the Framework with respect to the great weight to be given to conserving and enhancing the natural beauty of the area. We should encourage Dorset Planners to visit the site and judge for themselves the unacceptable nature of this development.

Supported 3.7.24 This has been a very difficult decision for the Parish Council, support for retrospective applications is contrary to this Council’s policy because it encourages unconsented developments and discourages people from following correct planning procedures. There is also concern raised around the environmental impact and damage done to an area of Outstanding Natural Beauty, raised as part of the original refusal of application WD/D/20/001239. However, after site visits and careful evaluation of documents the Parish Council feel there has been a move to rectify the damage done to the area in the building of the bridge and private way. The applicant has planted a new orchard in an adjacent field which is somewhere in the region of around 600 new trees of the same or very similar species to the original orchard. The planting of new orchards and hedges should in time enhance the biodiversity in the area. Although it can’t fully address the original loss of habitat and initial damage done. The Parish Council recognises this is a business and the site is handling around 40-50 horses employing around 20 employees with further scope for employment opportunities. Ideally the Parish Council would like to see all issues addressed that were highlighted in the original refusal of application WD/D/20/001239.

Install swimming pool & erect timber clad plant room. The above application for, Householder Planning Permission has been received.
All written representations must be received by 27th July 2023
The Parish Council does not support this application on the following grounds The small hamlet of West Chelborough survives on a series of spring fed water. The hamlet is supplied by 3 springs which just keep the existing 13 dwellings and farms supplied. 2 of the springs supply 6 dwellings and the other 1 spring supplies 7 dwellings and farms. Any further drain on supply would adversely affect the local residents.Adding a swimming pool would put undue pressure on the system and when filling it would drain the reserves in the tank dry and there is evaporation and re-filling in the summer months when the springs struggle most. There is also concern over the use of chemicals, noise from its use and the pool equipment. There is concern over how wastewater from the swimming pool would be dealt with if there is no mains drainage as it would be contaminated with chlorine/chemicals. It would detract from the character of this grade 2 listed Manor house. However, we would consider supporting this application in the future if the water supply issue is addressed. The swimming pool in West Chesbrough must be linked to a connection to mains water so as not to draw on the already limited water resources in West Chelborough. The issue of wastewater drainage would also need to be considered.

We are concerned by the way the applicant has grouped a range of planning requests into one application. We do not support this application as we believe there has been no material change in the application entered for the auction that DC recently refusal planning for, see original refused application (P/FUL/2022/02734). We do not feel the site is suitable for this type of activity on the following grounds: Previously refused by DC No change to the reasons for refusal – none of the issues that were the bases for the original refusal have been addressed Illegal use of the site for such purposes despite refused planning permission Noise and Disruption to local community Blocking roads on auction days in inclement weather when field parking is inappropriate/unavailable However, we would support part of the planning application as far as a tea room and the nursery/poly tunnels are concerned should they be resubmitted as a separate application.

Object – The Parish Council does not support this application. We have raised concerns with enforcement about existing building on this site which is under review and currently has a certificate of lawfulness application registered. This is further development of a relatively recent transformation of a green field into a residential area with mobile homes, a barn and a Shepard’s hut complete with a driveway and a gate. Change of use of agricultural barn to use for auctions for 15 days per year
All written representations must be received by 25th May 2022
PC objected 23.5.22 The Parish Council objects to this application on the following grounds. While the Parish Council is supportive of business initiatives in the area, we do not support unregulated business and retrospective planning applications. GENERAL and livestock auctions at Dodge city have been taking place for two years, the site has been used by Magpie Auctions since July 2020, although a number of published events had to be cancelled due to Covid they have been held in 2022 and the next one advertised is the 5th of June 2022. Despite being informed by Adrian Powell on the 8th September 2020 that he needed planning consent for the auction’s he has so far failed to apply for one. Given the use of the land for general and livestock auctions we feel that this planning application is misleading as it only refers to poultry auctions and makes no comment on the general auctions which also take place there. We are also concerned as there is an inaccuracy in the planning application page 7 which relates to foul sewerage. It has been brought to our attention that Mr Dodge has installed at least one Septic tank without planning permission. The Parish Council will not be supporting this application as there is felt to be a lack of clarity as to what type of auction will be taking place and because of previous and on-going breaches of planning issues. We will be supporting any enforcement notice for these issues.

PC do not support this application 10.11.21 This has not been an easy application to decide especially as we have had recent face-to-face representations about objections to permanent use of mobile homes without planning permission in our parish and our own stance on not supporting retrospective planning applications. We realised refusal would have a detrimental effect on a family who have obviously worked hard to make a home for themselves over the past ten years with, it appears, little to no impact on their neighbours or the environment. However, the Parish Council believe we need to be careful not to set a precedent and on balance believe we should object to this application. Separately reported in attachment. It would be helpful to have had a more detailed description of what is to be included in the “associated curtilage”; and the actual size etc of the “Showman’s wagon”. It would be useful if Dorset planning were to seek and obtain actual building plans and sizes as well as determining the size of “associated curtilage” to formally record what is being asked to be approved.

All though the majority of councillors have supported this application, there has been a request by one of our councillors that this planning application be reviewed by an enforcement officer. Due to the failure of the owners to comply with the previous plans for application WD/D/20/002551. The front of which has been fully glazed although the permission granted was for 2 open car port bays and one garage with 2 wooden doors. 4.8.21 Planning have come back re enforcement officer request for further, more detailed information of failure to meet approved planning and images. This has now been provided. 15.7.21 (email) 7.12.21 Resubmission of plans to show changes to building foot print The Parish Council supports this application but has concern that the tin roof is not in keeping with its environment. PC supported Meeting 30.11.20 Note: Enforcement concern raised Planning enforcement Reference number: DFY354521050 5.8.2021 Details of your concerns: Issue raised by a councillor on the Corscombe, Halstock and District Parish Council. Failure to comply with planing granted ref WD/20/002551. They have asked the PC to contact enforcement as the front of the property has been fully glazed all though the planning permission granted was for 2 open car port bays and one garage with 2 wooden doors. Dear Patryk (dated 10.3.22) This issue was raised a while ago but there is still ongoing concern regarding this build related to WD/D/20/002551 and we would ask enforcement to look into this further. It appears the original approved planning application which was for a garage has now become either office space or a new dwelling and does not meet the build details laid out in the original approved planning application. It has also been reported that there appears to be a barn being erected on the site (see attached picture). There is concern that we can find no planning permission for such a large structure or any reference to it on the application P/FUL/2021/01096. “Sandpipers Closworth Road Halstock Dorset BA22 9SZ Demolition of existing dwelling & erection of 1no. dwelling”. Given its location it is assumed that this is not the erection of the new dwelling on the site of the demolition of the old house as laid out and approved in planning application P/FUL/2021/01096. Patryk Motyl <patryk.motyl@dorsetcouncil.gov.uk> Mon, 4 Apr 2022, 13:01 to me Dear Theresa, Thank you for your email. Stop notices are only served in the most severe situations. This breach does not pose a significant harm to warrant a stop notice. This doesn’t mean that we aren’t investigating the alleged breaches. The last contact made with the land owners was on the 31/03/22. The case officer is working on resolving the breach informally first before any action needs to be taken. This is a common practice in planning enforcement as we are remedial and aim to resolve any breach informally if possible. Should the need arise action may be taken however at this stage we are in communications with the land owners. I am sorry that this matter is taking longer than you anticipated however we are working on priority basis. The most urgent cases are dealt with first and then the other cases each officer has. Once there is an update then the case officer will contact you. I understand that this doesn’t provide a date when one will be available but we appreciate your patience in relation to this matter. Sean Williams <seanwilliams@crickmaystark.co.uk> 18 March 2023 at 06:24 To: “CHparishclerk@gmail.com” <CHparishclerk@gmail.com> Dear Corscombe and Halstock District Parish Council, Crickmay Stark Architects Limited are acting for Mr and Mrs Smyth in respect of planning matters at the above property. The Parish Council may have noted that the outbuilding/garage approved pursuant WD/D/20/002551 is temporarily being used for residential purposes. This occupation is only whilst the re-placement dwelling approved pursuant to P/FUL/2021/01096 is completed at which time the occupancy of the garage will cease and it will return to a use incidental to the dwelling house. It is anticipated that the dwelling will be fit for occupation in approximately 6 months when the family will move into the new dwelling and outbuilding used in the normal way as storage/incidental use. Whilst it is acknowledged that this is a breach of planning control it remains that whilst constructing the dwelling the owners are indeed allowed to reside on the land in caravan as permitted by
Class A, Part 5, Schedule 2 of the General Permitted Development Ord
er (GPDO 2015 – as amended), which allows the use of land as a caravan site as permitted development provided that the circumstances exist are those mentioned in paragraphs 2-10 of Schedule 1 of the 1960 Caravan Act. Paragraph 9 of Schedule 1 of the 1960 Act includes the following. development provided that circumstances that exist are those mentioned in paragraphs 2-10 of Schedule 1 of the 1960 Caravan Act. Paragraph 9 of Schedule 1 of the 1960 Act includes the following. ‘Building and engineering sites 9 Subject to the provisions of paragraph 13 of this Schedule, a site licence shall not be required for the use as a caravan site of land which forms part of, or adjoins, land on which building or engineering operations are being carried out (being operations for the carrying out of which permission under Part III of the Act of 1947 has, if required, been granted) if that use is for the accommodation of a person or persons employed in connection with the said operations.’ In our opinion, temporarily occupying the existing garage is far more beneficial than bringing onto the land a caravan that will negatively impact on the area. That aside, the outbuilding approved pursuant to WD/D/20/002551 has some minor alterations not consistent with the approved plans and we will shortly be making an application to retain these via a planning application and no doubt the Parish Council will be consulted by the Local Planning Authority in due course. I just wanted to ensure you that the application does not seek the independent residential use of the building and there is no intention of continuing the residential use beyond the completion of the dwelling. Should you have any queries in respect of the above by all means do come back to me. Kind Regards
Sean.

LAND NORTH OF HARPERS HILL COPSE, ADAMS GREEN, HALSTOCK Planning application is now live. Comments to be submitted by 16.10.2020 Assessment of biodiversity plan to be submitted by 16.2.22 Biodiversity plan re submitted as part of appeal feedback by 21.10.22 Meeting 3.8.20 PC considered these applications to be invalid as information was missing – Clerk to email planning office to support local residence complaints. Meeting 28.9.20 It appeared that validation of these applications had been delayed for months by a private contractor appointed by Dorset Council to carry out the validation, so the lack of consent may not have been the fault of the developer. Agreed: Such delays are unacceptable; Clerk to ask Dorset Council to sort this out, so that applications can be properly considered and commented upon in a timely manner. Agreed: councillors and objectors be urged to take up the offer to be shown around the development and engage with the developer. Dear Rob Dorset Council planning enforcement have confirmed that the biodiversity plan submitted for consideration to support retrospective planning application WD/D/20/001335 (Cantering Oval), does in fact cover two applications WD/D/20/001335 (under consultation) and WD/D/20/001239 (Private way and Bridge – refused). The planning department accepts that this is an unusual situation. The Biodiversity plan requested by Natural England (ref log 2231074, November 2020) and submitted by Fry Racing fails to provide clear information relating directly to WD/D/20/001335 and Natural England have already stated they do not support the refused application WD/D/20/001239 which is also covered. The Corscombe, Halstock and District Parish Council do not accept the biodiversity plan in its present format and therefore cannot make a decision on application WD/D/20/001335. In its present format we object to this planning application. Reasons: 1. The biodiversity plan makes no reference to planning application numbers and the wording is unclear and vague, so it is not possible to accurately identify the cantering oval. The only reference to a possible cantering oval is “the circular run is a sanded exercise facility for horses. It is 400mlong, 2m wide”. 2. The greater percentage of the biodiversity plan focuses on the refused retrospective planning application WD/D/20/001239 3. It is unclear which of the mitigation points listed under section F and net gain measures given in section H relate to WD/D/20/001335 4. ‘The Biodiversity Plan makes no reference to the Remediation Notice served by Natural England, already lost on appeal – DEFRA EIA Halstock dated 15th December 2021’. How would Dorset Council ensure that any acceptance of this Biodiversity plan has no implied reference to acceptance of the previously refused application? We are concerned that if this biodiversity plan is accepted in its present form, it may give grounds to support an appeal of the refused planning application WD/D/20/001239. Supported I have gone back to the council for further clarification. We have no further objection to this application as long as the issues identified in the biodiversity plan are undertaken in a timely manner to be determined by Dorset Council planning. We have concern over the drainage and handling of effluent from the cantering oval site and would ask Dorset Council to make sure it is satisfied that there is a satisfactory drainage and effluent plan in place.

Retention of track and replacement of an existing bridge

Council’s comments within the consultation period, before 11/11//2021
PC do not support this application 10.11.21 This has not been an easy application to decide especially as we have had recent face-to-face representations about objections to permanent use of mobile homes without planning permission in our parish and our own stance on not supporting retrospective planning applications.

Meeting 28.9.20 It appeared that validation of these applications had been delayed for months by a private contractor appointed by Dorset Council to carry out the validation, so the lack of consent may not have been the fault of the developer. Agreed: Such delays are unacceptable; Clerk to ask Dorset Council sort this out, so that applications can be properly considered and commented upon in a timely manner. Agreed: councillors and objectors be urged to take up the offer to be shown around the development and engage with the developer. Note Council planning enforcement officer has refused this planning application 17.11.21 The appeal will be determined on the basis of Written representations. The procedure to be followed is set out in Part 1 of the Town and Country Planning (Appeals) (Written Representations Procedure) (England) Regulations 2009, as amended. This means that you will be given the opportunity to summit representations on the appeal. We have forwarded all the representations made to us on the planning application to the Planning Inspectorate and the appellant. These will be considered by the Inspector when determining the appeal. APP/D1265/W/22/3298936 Mr, Mr and Mrs Fry
10 October 2022 The Parish Councils original decision to object to this retrospective planning application has not changed. We see nothing in the appeal to change our decision and would ask that you support Dorset Councils original decision to reject this application. Refused 17.11.21

As such I am content that it is approved as per the requirements of condition 5 of the planning permission but note that it will need to be amended pending the outcome of the revised location of the horse school structure to the north of the complex which I have already notified to you requires a separate planning application. The landscaping scheme should be amended and form part of that application but in so far as this application is concerned the condition is considered to have been met. 3.07.2020
